The leader of The Raiders, a gang/ mercenary group that takes all that they want, usually by force. So far, they are in a war with the Alleycat Bandits and the Eastside Hounds, but if either gang was to pay for their services, they would easily back off and focus on their new targets. He and Sam invented the Chrono-Warp, which can freeze, teleport or shrink everything in it's area of effect.
